Accelerated Site Rehabilitation Program Update January 2022

Summit’s team of environmental and decommissioning professionals remain committed to ensuring our clients are informed and benefit from Alberta's Site Rehabilitation Program (SRP) federal grant funding. Summit regularly participates in Alberta Energy Information Sessions and is an active participant as part of the PSAC closure committee.  

As of the holiday break, $583.8 Million in grant funding has been approved of the available $1 Billion in the program. Several rounds have application deadlines quickly approaching and an extension of the program has not been granted yet.

  • Round 4 application period: Open until March 31, 2022 at 4:30 pm

  • Round 5 application period: Open until March 31, 2022 at 4:30 pm

  • Round 6 application period: Open until March 31, 2022 at 4:30 pm

  • Round 7 application period: Open until March 31, 2022 at 4:30 pm

  • Round 8 application period: Open until March 31, 2022 at 4:30 pm

Round 1/1B and 2 – Closed
The first rounds of the SRP are currently closed and all funding has been allocated. Rounds 1 and 2 opened with challenges in which Alberta Energy has worked to rectify through rounds 1B and future rounds. Work that was approved this round should have commenced or justification for the delays provided to Alberta Energy.

  • Round 1 and 2 were each comprised of $100 Million in grant funding

  • Unallocated funds from the first 2 rounds were dispersed through Round 1B

Round 3 - Closed
Round 3 of the SRP grant funding is currently closed with applications being accepted until March 31, 2021. This round was comprised of $100 Million in funding allocated to each active site licensee in the province (amounting up to $139,000 per licensee). 

  • Projects are eligible for 100% funding up to the $139,000 funding allocation

Round 4 - Closes March 31, 2022
Round 4 of the SRP grant funding is currently open with applications being accepted until March 31, 2022. An extension of the application deadlines was granted in September. This round of $100 Million in funding is allocated to licensees who had nominated area-based closure (ABC) plans to the AER prior to the 2020 spending targets being paused.

  • Co-pay element was introduced into this round with projects being eligible for up to 50% grant funding with the licensee responsible for paying the remainder.

  • The inclusion of indigenous contractors introduced increasing the grant funding eligibility to 100% of the project value

Summit has existing relationships and agreements in place with indigenous communities and companies across the province to help ensure licensees are able to receive 100% funding through this round. These relationships are established as meaningful engagement providing businesses, labor, and training opportunities in the local indigenous communities. We believe that this approach will bring significant benefits for all parties beyond the tenure of the SRP. 

Round 5 - Closes March 31, 2022
Round 5 is currently open with grant applications being accepted until March 31, 2022. Alberta Energy incorporated the feedback from OFS and industry to improve upon the initial rounds to address issues and challenges that were identified. This round consists of $300 Million in funding. Allocations were based on licensees demonstrating production and closure spend throughout 2019 and 2020.

  • Continuation of the co-pay element from Round 4

  • Continuation of indigenous engagement related incentives

Round 6 - Closes March 31, 2022

The application period for Round 6 is open until March 31, 2022 and consists of $100 Million in available funding. First Nations and Metis Settlements have been allocated a portion of the to close sites on reserve and on settlement. First Nations communities and Metis Settlements approve the sites and work with the respective licensees to engage contractors to complete closure work.

Round 7 - Closes March 31, 2022

Round 7 is currently open and accepting applications until March 31, 2022. This round of the SRP program consists of $100 Million in funding and is available for post abandonment closure work on wells abandoned prior to April 30, 2017, and nominated wells facilities or pipelines abandoned prior to April 30, 2017.

  • Eligible post-abandonment closure work includes: Phase I & II ESAs, remediation, and reclamation

  • Projects are eligible for up to 50% grant funding

  • The inclusion of indigenous contractors can increase the grant funding eligibility up to 100% of the project value

Round 8 - Closes March 31, 2022

Round 8 is currently open and accepting applications until March 31, 2022. This round is comprised of $100 Million in funding and designed to expedite closure work in the geographic regions for species at risk (Sage Grouse, Native Trout, and Caribou). Allocations were determined by a licensee’s number of eligible wells within the identified geographic region as a percentage of total eligible wells in that region.

  • Projects for post-abandonment work activities are eligible for up to 100% grant funding (Phase I & II ESA, remediation, and reclamation)

  • Abandonment scopes within the Sage Grouse area are eligible for up to 50% of funding
